William Byron Rumford was the first African-American elected to state-level office in Northern California, serving as Assemblymember for Assembly District 17 from 1949-67. Rumford was the author of the groundbreaking 1959 Fair Employment Practices Act and the 1963 Rumford Fair Housing Act, which banned discrimination in employment and housing in California. A pharmacist by training and profession (he owned and operated The Rumford’s Pharmacy on Sacramento St. in Berkeley), he also worked on a number of environmental health and safety issues.
